It's an expression I had heard for Minnesota, and I have had first hand evidence.
In the last 72 hours, here in Blaine, MN we have had:
Record heat (90 degrees)
Thunderstorms
Hail
Ice and a bit of wet snow falling with the rain
Temperatures hovering in the 30's and 40's.
Fun fun fun. But I kind of missed storms. The lack of overhead wires, though, means fewer blackouts than I am used to. The blackouts I can kind of live without.

Houston is on the edge of three major weather systems, and our weather is dependent on which one is dominant, among other things. As you can imagine, this leads Houstonians not to rely on weather forecasts, although we watch them closely during hurricane season.

It was bizarre, but I missed the little moment of wondering what the weather would be like when I woke up. In Glasgow, if it was sunny/raining yesterday, it would be that for weeks. Interesting weather is definitely on my list of good things.

Honestly, I was going around in a halter top (because it was so nice, sunny, warm) the other day into the store, came back out and we were in the middle of blizzard conditions. So, yeah, I know the feeling.
