Per Samvel, Arkanian geneticist, used genetic manipulation on human stock to create Slevan, essentially to be a sort of spin doctor for Samvel's less than savory experiments. Slevan was a master manipulator, more than once convincing decent people that genocide was the only reasonable course of action.
